Social Value in Facilities Management Bids: How to Score Higher Without Overpromising

  • They’re not contract-shaped: the buyer can’t see how your commitments relate to the contract’s location, workforce, or delivery model.

  • They’re not measurable: no baselines, targets, frequency, or reporting method, so assessors can’t score them confidently.

A high-scoring response makes the evaluator’s job easy: it’s specific, measurable, and clearly linked to delivery.

A simple structure that consistently scores highly in FM tenders

Use this 5-part formula for each social value commitment (People / Place / Planet):

1) Commitment (what you will do)
Make it tangible. “Deliver apprenticeships” beats “support employment.”

2) Volume (how much)
Numbers and metrics matter, add them: X apprenticeships, Y training hours, Z% reduction.

3) Delivery (how and who)
Tie it to roles and method: contract manager, local supply chain lead, mobilisation plan, etc.

4) Frequency (how often)
Monthly, quarterly, annually, whatever is realistic.

5) Evidence + reporting (how you’ll prove it)
Define the data, dashboards, meetings, and audit trail.

People, Place, Planet: make it contract-specific

Instead of writing “one-size-fits-all” social value, tailor it to the contract’s real-world impact:

People (workforce and wellbeing)
Local recruitment, apprenticeships, training, career pathways, wellbeing initiatives.

Place (community and local economy)
Community engagement, local supply chain, local SMEs, volunteering aligned to the client’s priorities.

Planet (sustainability and carbon)
Carbon reduction, energy efficiency, waste management, sustainable practices.

The key is to show the mechanism, how contract delivery creates the benefit.

The “deliverability” test: avoid promises that come back to bite you

In FM, social value commitments can end up reflected in KPIs, performance reporting, or contract management conversations, so only commit to what you can measure and deliver.

Before you include any commitment, ask:

  • Do we have the capability, partners, and budget to deliver this?

  • Can we evidence it with data we already collect (or can easily start to collect)?

  • Who owns it operationally once the contract starts? Who is the Social Value Lead?

  • What is the reporting method and cadence?

If you can’t answer any of these questions, then commitment will feel risky and often reads as weak to evaluators too. This leads to poor scoring which could result in a losing bid.
